In a move set to drastically reduce the compliance burden on India’s massive food and beverage sector, the Food Safety and Standards Authority of India (FSSAI) has announced that food business licenses and registrations will now be permanent. This transformative policy marks the end of the traditional system that required food business operators (FBOs) to renew their permits every one to five years.
The decision is aimed at supporting millions of businesses—from street vendors and home-based startups to large-scale manufacturers and luxury hotels. By granting “perpetual” status to these permits, the FSSAI seeks to eliminate administrative bottlenecks and the “renewal anxiety” that has historically challenged the industry’s growth.
Key Features of the New Licensing Regime:

Elimination of Periodic Renewals: Once a license or registration is granted, it remains valid for the lifetime of the business, provided annual returns are filed and the prescribed fees are paid.

Simplified Fee Structure: To maintain the validity of the permanent permit, FBOs must pay a streamlined annual fee through the FoSCoS (Food Safety Compliance System) portal.

Focus on Continuous Compliance: The regulator emphasized that while the license is permanent, the “Right to Operate” is strictly contingent upon maintaining food safety standards. Regular inspections and digital audits will remain the primary tools for oversight.

Streamlined Modifications: The new system allows for easier updates to existing licenses, such as adding new food categories or increasing production capacity, without the need for a completely new application process.
Industry Impact Major industry bodies, including the National Restaurant Association of India (NRAI) and FHRAI, have lauded the move as a major step toward “Minimum Government, Maximum Governance.” By removing the need for frequent renewals, the government is allowing food entrepreneurs to focus on operational quality and innovation rather than bureaucratic paperwork.
