In a significant move toward streamlining the regulatory landscape for India’s food industry, the Ministry of Health and Family Welfare has approved major reforms in food safety rules. The most pivotal change is the introduction of perpetual validity for FSSAI (Food Safety and Standards Authority of India) licenses and registrations, a move designed to drastically reduce the compliance burden on food business operators (FBOs).
Under the previous framework, food businesses were required to renew their licences every one to five years, often involving repetitive paperwork and administrative delays. With the new reform, once a licence or registration is granted, it will remain valid perpetually, provided the operator continues to comply with safety standards and files an annual return.
Key Highlights of the Regulatory Reforms:

End of Renewals: The mandatory periodic renewal process is eliminated, fostering a more “Ease of Doing Business” environment for startups and established players alike.

Simplified Compliance: FBOs will only need to provide a simple annual declaration of compliance to keep their perpetual licence active.

Tech-Driven Monitoring: The FSSAI will shift its focus from administrative renewals to real-time, risk-based inspections and digital monitoring to ensure food safety is not compromised.

Unified Application Process: The reforms also include a more integrated and user-friendly portal for new applicants, reducing the time taken for initial approvals.

Regulatory Perspective: Government officials stated that these changes aim to eliminate the “license raj” and build a culture of self-compliance within the industry. By removing the stress of expiry dates, the government hopes to encourage more small-scale vendors and street food operators to enter the formal regulatory fold.
The move has been widely welcomed by the HORECA (Hotel, Restaurant, and Catering) sector, which has long advocated for the removal of redundant licensing hurdles. Industry experts believe this will significantly lower operational costs and allow businesses to focus more on quality control and innovation.
